How do I level up?

This is a question I had for a long time, and even though I did level up in the past, I still don’t know how to do it! I currently have 10,800 winks, but I’m still on level 3. It’s been several days, maybe even a week.
I used 500 winks once to upgrade one of my reccomendation slots, but if it’s relevent in any way, I should have leveled up when I had 500 less then 10000 winks, no? I’m very confused about that…
