3. Everyone in Naruto has Chakra but not everyone has the ability to control it enough to use ninjutsu or genjutsu. Even physical exertion expends chakra. Think of it as a soul or life source (remember that Kakashi died after using up his chakra)

4. So with the Seven Swordsman of the Mist, it’s a title not given out anymore since they were from an era when they were called “The Blood Mist Village”. During War times and doing some very violent acts. The Mizukage mentioned it briefly and it’ll be brought up a little more later. Suigetsu was an Aspiring Swordsman, whos Older Brother was an official Swordsman. Usually each memeber only uses One Sword, but his Older Brother and Him train to use them all.
